Background

Strengthening Nursing and Midwifery Symposium is aimed to share new developments, reforms and changes in nursing and midwifery practice and education, and to discuss the status of nursing and midwifery in Azerbaijan with respect to each area of the Roadmap to guide implementation of the Global Strategic Directions for Nursing and Midwifery in the WHO European Region [1].

We are expecting to discuss the following issues with nurses, midwives, and main stakeholders;

  • the challenges, opportunities, and actions in Azerbaijan regarding nursing education, jobs, leadership, and service delivery
  • the roles of professional associations in nursing and midwifery leadership
  • new developments, reforms and changes in nursing and midwifery practice and education globally

The themes of the Symposium days:

  • Service Delivery and Jobs of Nurses and Midwives
  • Nursing and Midwifery Education
  • Leadership at Nursing and Midwifery

Short courses, keynotes, panels and workshops will be conducted on themes of the Symposium.  Participants of the Symposium are nurse and midwife practitioners, academicians, students and decision-makers. We hope that the Symposium will facilitate collaboration and networking among nurses and midwives at the local, regional and international levels.

The purpose of the session is to share WHO European Region progress towards implementation of the Global Strategic Directions for Nursing and Midwifery.

Purpose of the presentation

The purpose of the session is to share regional perspectives on nursing and midwifery capacity to deliver care for population needs in the WHO European Region followed by a discussion of the Azerbaijan context. 

Recalling that the Global Strategic Direction for strengthening service Delivery by nurses and midwives  is to enable midwives and nurses to work to the full extent of their education and training in safe and supportive service delivery environments, and that the strategic directions to secure jobs for nurse and midwives is to sustainably create nursing and midwifery jobs, by effectively recruiting and retaining midwives and nurses, and ethically managing international mobility and migration the keynote speaker will share reflections around the following key messages: 

  • Countries will benefit from reviewing and strengthening professional regulatory systems and support capacity building of regulators, where needed;
  • Countries will benefit from understanding how to adapt workplaces to enable midwives and nurses to maximally contribute to service delivery in interdisciplinary health care teams;
  • Countries will benefit from conducting nursing and midwifery workforces planning and forecasting through a health labour market lens; 
  • Countries will also benefit from ensuring adequate demand (jobs) with respect to health service delivery for primary health care and other population health priorities;
  • The implementation of the WHO Global Code of Practice on the International Recruitment of Health Personnel requires reinforcement; and
  • focus on attracting, recruiting and retaining midwives and nurses is required where they are most needed.
  • For all this, countries need good data to plan effectively considering population health needs and workforce demographics;

Purpose of the presentation: 

Recalling that the Global Strategic Direction for strengthening education of nurses and midwives is to ensure midwifery and nursing graduates match or surpass health system demand and have the requisite knowledge, competencies and attitudes to meet national health priorities, the purpose of the presentation is to set the scene to: 

  • show how countries have aligned the levels of nursing and midwifery education with optimized roles within the health and academic systems such as optimizing medical colleges and universities to ensure no nurse or midwife is left behind; 
  • demonstrate how countries are optimizing the domestic production of midwives and nurses to meet or surpass health system demand;
  • share how designing education programmes can be competency-based, apply effective learning design, meet quality standards, and align with population health needs in a way that is supported by clinical practice opportunities and strengthening nursing and midwifery science;
  • emphasize the need to ensure that faculty are properly trained, and have the clinical expertise in relevant content areas with the best pedagogical methods and technologies.

Purpose of the presentation: Recalling that the Global Strategic Direction for strengthening leadership of nurses and midwives is to, increase the proportion and authority of midwives and nurses in senior health and academic positions and continually develop the next generation of nursing and midwifery leaders, the purpose of the presentation is to set the scene for a discussion that will discuss how creating leadership opportunities is a strong factor in strengthening nursing and midwifery and is associated with better implementation and oversight of the nursing and midwifery workforce to ensure its alignment with key priority areas. The purpose of the session is to convey the importance that GCNMOs and senior nursing and midwifery leaders have on health, social care and health workforce policy to ultimately improve health outcomes. During the session different models of leadership will be shared as well as the main enablers to support nursing and midwifery leaders to work more effectively.

Purpose of the presentation: 

Recalling that the Global Strategic Direction for strengthening leadership of nurses and midwives is to, increase the proportion and authority of midwives and nurses in senior health and academic positions and continually develop the next generation of nursing and midwifery leaders, the purpose of the session is to share different leadership experiences, including nurses and midwives with responsibility over the nursing and midwifery workforce and insight into health policy. Leadership is key to supporting and enabling the existing health workforce to contribute to the achievement of population health outcomes and ensure policies reflect the needs of the workforce to develop a sustainable health workforce. 

 

Key messages are: 

  • Countries will benefit from establishing and strengthening senior leadership positions for nursing and midwifery workforce governance and management and input into health policy.
  • There is a need to invest in leadership skills development for midwives and nurses.

Panel: Tibb bacısı və mamalıq sahəsində liderlik üzrə ölkə perspektivləri

Purpose of the presentation: 

Recalling that the Global Strategic Direction for strengthening education of nurses and midwives is to ensure midwifery and nursing graduates match or surpass health system demand and have the requisite knowledge, competencies and attitudes to meet national health priorities, the purpose of the panel is to share different education reforms and developments in the context of the WHO European Region as well as to discuss the current situation of nursing and midwifery education in Azerbaijan. 

 

Key messages are: 

  • there is a need to align the levels of nursing and midwifery education with optimized roles within the health and academic systems such as optimizing medical colleges and universities to ensure no nurse or midwife is left behind; 
  • optimize the domestic production of midwives and nurses to meet or surpass health system demand;
